Amazing how these threads can deteriorate.
 
I am a long time owner of the BTV series antennas. Very simple. Paint the antenna with non-metallic grey paint. use plastic fasteners to hold a modest size flag and that's all you need. The BTV now resembles a flagpole. Keep in mind that you will need a light on it at night, which is also no big deal.

Do it in good taste and if you can get the approval in writing for a flagpole from the HOA ahead of time then even better.

Do you remove their capacity hats ?

You can go either way leaving the capacitance hats on or off.

The capacitance hats on the 4 and 5btv's are for 40 meters. It helps electrically shorten the antenna. The 6btv is longer and thus does not need it. If you remove the hat (which many do) you may need to use a tuner on the lower end of 40. It won't impede the performance of the antenna if installed properly with radials.

The best way to do ham in a restrictive HOA, is with being a “Proud American”. You mentioned it was a house. Be proud, be patriotic. Put up a nice American flag pole.
