On a similar note, the state building that has the Highway Patrol offices here in Glendale California has a tower,  on that top of that tower is a low band antenna on a rotor. I often wonder what the use of that is. I sure if I ever asked, and I am not walking into the office to do so. I'm pretty sure the answer would be state wide public safety.

...mouth watering views of Antennas on various Embassies...

Big log periodic arrays are quite popular ... directional, high gain, broad frequency coverage.  ;)
