How to extend one's license (ULS)?

I presume that by "extend" you mean that you want to renew your KF6VCI U.S license that will be expiring on March 17th.

You can do that on-line by logging into the Universal Licensing System (ULS) at:
https://wireless2.fcc.gov/UlsEntry/licManager/login.jsp

Hi. This might be an older thread, but had to comment....
My license was going to expire in June. So, being only semi-computer literate, I downloaded the FCC Form 605. WTH?
MANY, many pages of paper later, I realized this was going to too much for this OF.
I went to W5YI-VEC and 'presto'!
The best $8 I'll ever spend in this lifetime.
Yeah, streamlined Government my butt!

I am glad it worked out for you, Ron.

Another route, if you are an ARRL member is license modifications/changes and renewals will be processed for free for current ARRL members as part of your membership services.

I'm also glad that it worked for you, Ron.

However, even if you are not a ARRL member you can make license modifications and renewals directly on the FCC web site, for free. Just skip the download of the Form 605. It is not needed. My license was about to expire next month, so last week I renewed it for free, directly on the FCC web site. The next day, my license information was updated on the FCC web site. Two days later, my information on QRZ was updated.

This is for anyone else reading this:

All you need to do is log in to the FCC's ULS with your FRN number. If you don't have one, you can have one created. Once logged in to the ULS with your FRN number, you can do a variety of modifications and updates. One of the things you can do, while logged in, is get a copy of your license (PDF), without "Reference Copy" splashed across it.

 All Amateurs licensed by the FCC already have an FRN- Federal Registration Number. If an applicant did not register for an FRN before taking an exam and acquiring their license, the FCC assigns an FRN automatically when the license is issued.  The FRN number can be found on QRZ under Details, and of course the FCC ULS page. The last time I used the ULS to renew my license it took maybe two minutes on the ULS web site.

I suspected what you did was download the wrong form 605.  Instead of the FCC 605, which is designed for other licensed services, such as LMRS, you should have used the NCVEC Form 605. (http://www.ncvec.org/) By completing the renewal portion of the form and giving it to any VEC, you can renew without charge.
