Well, I'm in Ohio. And it doesn't seem to me that secrecy is a problem. The powers that be seem to be pretty forthcoming about what they're doing and what they're trying to accomplish.
I have no idea whether hamvention will go on or not. I'm hoping it does, because I am really looking forward to attending this year. But a lot is going to depend on whether we're looking back at this virus thing in the rear view mirror by then. Since we're almost to T-60 days from the event, a lot is probably going to hinge on what happens in the next few weeks.
I hear people whining about a "lock-down". Officially that hasn't happened yet. But venues and facilities around here are closing so fast, that a lock-down won't necessary, since there won't be many places left open to go. Everything I wanted to attend in the next few weeks has been cancelled, including: Toledo Hamfest, ARRL Great Lakes Division Convention, Ohio Statewide ARES conference, and our local radio club monthly dinner meeting. Not much left to do except stay home and play radio at this point.
At this point, it seems very much like a "play it by ear" scenario, and see how things go. If I were in charge of hamvention (and I'm not), I'd be planning for it to go on as intended, and if something changes to affect that, then deal with it if it happens. That seems like exactly what they're doing at this point in time.
This seems like an occasion to observe the unpublished beatitude. "Blessed are the flexible for they shall never get bent out of shape." Semper Gumby.
