To verify if your HT is transmitting on the correct frequency (which is the repeater input frequency), key the HT transmit button while you look at it's display.  Does the frequency shift to 147.68 while the transmit button is pushed?

You can tune your base station to that frequency to verify that you hear the HT transmission there.  It won't hurt your base station.

It goes to the same frequency as the base in TX.. I hear nothing on the base when I TX on the HT.. Just an alteration of the waterfall all the way across, like static

OK, if I understand you correctly, you are saying that the HT DOES shift to 147.68 when in transmit mode.

If you tune your base station to that frequency (147.68) and then key the HT, you don't clearly hear the HT transmit signal through the base station?

Wouldn't I have to change the HT to simplex?

No, the idea I'm getting at is to verify that your HT is transmitting on the correct frequency (which is the repeater input frequency of 147.68).  You can verify that by tuning your base station transceiver to that frequency (147.68) and seeing if the HT transmit signal is there.

Tuning the base to the TX frq, I received nothing from the HT at all.

So when you press the HT transmit button, it's display shows a transmit freq of 147.68 yet you hear nothing on that freq with your base station?  THAT is odd.

"Is it a new radio, defective perhaps?"

That's what I'm starting to wonder.

One more suggestion. Program the tx freq in to the ht.no offset, simplex.set up your base to receive the same freq, then tx from your ht, use full power. You won’t hurt your base station. That should tell you if your transmitting. Talk in to it and listen to the audio..

I was indeed the TONE setting..   Not explained in the book or online very well, or I just missed it.. Sincerely appreciate everyone's assistance.  Working great now, back to ARS and simplex, as it shifts automatically.
