Occasional 2 second pauses in 2m sat downlink with Baofeng

I’m using two Baofeng HTs and an Arrow Antenna to make satellite contacts.  One Baofeng is set to UHF for the uplink and the other to VHF for the downlink.

Some days I have no problems, but more often than not I get a problem where, every 3 to 10 seconds, the downlink goes completely silent for 2 seconds, and I mean completely silent no static hiss or anything.  When this happens the downlink Baofeng shows a full-bars carrier is being received.

A friend has suggested radar noise from a local airport which I will check.  I wanted to gather other ideas, hence this post.  Although this isn’t a EMI/RFI question per se, you may have ideas that can help me track down the cause.

Could be a strong local signal with no modulation?
