I have had a buyer send back a "broken" radio.  The piece of human garbage that did this sent back a different radio (serial number) than the one I sent him and eBAY cheerfully refunded him my money.

I don't understand. If eBay protects the buyer and the seller,  the buyer complains and eBay reverses the transaction,  then the buyer refuses to return the item,  then what good is eBay?  Ebay should hold the funds until the item is returned. Personally I have never had a problem with eBay or parts swappers. On larger items,  I think their fees are way too large.  I know on automobiles they have special pricing rates.

It does not matter what is in the ad. E Bay and PayPal will refund the money if the buyer complains.
This is fact. What must be stated in the listing is "for parts only" even if it works for the seller to be covered from the scammers. This is fact as well.

If you are talking about eBay the statement is meaningless.  If the seller says that the item works and the buyer says it does not eBay will refund the buyer's money. Period, end of story. If the seller never authorizes a return eBay will refund the money and the buyer can keep it.
If the buyer is ignorant of eBay policy then he gets what he deserves.

If a seller sells something on one of the Ham websites and says he will not accept PayPal prepare then it really is buyer beware.

Well if you were screwed by PayPal like I was on 2 different occasions you would not accept paypal either. I sold a radio in like new condition and 100% operable and buyer files a "not as described" complaint. PayPal ALWAYS gives the money back to the buyer without the buyer having to prove he sent the item back. In my case I sold a radio for $2700 and PayPal gave the money back and took it from my account. So now I'm out a radio AND $2700.00. The local PD is investigating it now as theft.

SO DON'T GIVE ME ANY BS ABOUT TRUST!!! LOTS OF SCUM BAGS OUT THERE

Don't get huffy with me. I'm just telling you how it is.  I quit selling anything of any value on eBay because of it. And, I have 909 100% positive. But, I'm not going to risk much money when it is totally weighted toward the buyer.

I find morons complaining about eBay sellers comical.

I find not accepting PayPal on ham websites a red flag as well. So, do your own thing.

If the seller states in the description that the item is in proper working condition he is screwed if it doesn't work for the buyer whether he says parts only or not.
Can't weasel around it that way.

And I've had a ticket 40 plus years. Never, not once, have I ever seen or heard about anyone doing "parts swapping." Total BS deal. What parts can be swapped on most radio/tuner/etc? Virtually zero. It's something some idiot said and others have picked up. In 40 years of buying and selling ham gear (for my own use), I have never, once been burned by another ham. Not a single time. Invariably something is over packed for safety and arrives earlier than I expected. This is a hobby and a sort of brotherhood. I too will not deal with the "parts swapper" fearing guys.

This all started in the days of eBay and the sale of many "boat anchor" transceivers, linears, etc.

People would buy radios to swap out the good final power tubes for their bad ones. Tubes could be worth quite a few hundred dollars.

40 years with a ticket, you would understand that I'm sure>

I haven't had any problems with part swappers; I buy more than I sell.

Although I've noted in many of the boat anchors that I've looked at key or scarce tubes are "missing:.

Something that has bothered me for years now is that Ebay is considered an auction and an auction does not give refunds period you bought it you eat it also I am fed up with this crap that I bought it at an estate sale and now I give you a good deal trust me you can really get hammered from these guys or the one that says it was his daddy's gear, Ebay is just one huge huckster hang out. If I am going to purchase a radio or other gear I want to talk with the owner period.

They invented the telephone many years ago. If they are real, they will talk with you. Just ask.

The "parts swappers" phrase is unacceptable. Ditto for "my loss is your gain".
Why the hell would anyone deal with someone who has set himself up as a victim, before a deal is even made?

He figures that he's going to pluck a pigeon and get a real bargain.

Instead he -- the buyer -- get plucked.  Hi, hi!

I forget when I posted similar in past. (my mind?)

PayPal ? I got ripped by a DOA.(does not even go on) I file complaint procedure with PayPal and all they want to do is investigate ME. I provide legal ID,etc. They remove from the website any ability to go to any resolution page. As long as the user was ME no ability.

My rating at PayPal 100%. (same with Ebay as I don't sell anything) No prior anything. By the time they return the proper links/pages time as elapsed as claims now TOO LATE.

The crook actually vanished from internet at least with the same user name. Could not even return as they were GONE.

So PayPal saved a few hundred. (maybe they work on commission)

The end of PayPal for me.

I am so sick of seeing the parts swappers phrase I want to vomit!  It makes it sound like they are everywhere.  I will no longer do business with anyone who posts that in their ad.

Agreed - I will only buy/sell low value items on any person-to-person platform. Anything of any value is always via an established retailer - trade-in or full cash purchase - anything else is too dangerous!
