I have had very good experiences with both American and Chinese ebay vendor so far. Some things are only available in China, some only in the US. Unfortunately, shipping costs from the US are exorbitantly higher than from China. This is annoying.

96.5% feedback rating is an instant avoid in my book.  Take the time (which no one seems to want to do any more) and click on that and see how many negatives that can be.  I've seen companies have THOUSANDS of negative feedback in one month.   HOW are they even allowed to continue.   Back in it's infancy if you got more than 4 or 5 negatives your account was suspended.   Anyway back to the original post...  SLOW DOWN and take time to read (again something that no one wants to do).   Ask questions if you have questions (again something that no one wants to do).   Oh and the CCP government subsidizes shipping which is why their cost is so much cheaper than here in the US.

Never order anything direct from China. Through eBay or any other venue. Always check the eBay sellers feedback. There are credible sellers on eBay. I've bought many items, and sold, through eBay over the past 20 years. Have not been burned yet.

96.5% is a horrible rating on eBay.

I have to disagree with that percentage as a hard and fast rule. YES if the feedback numbers are in the 1000 range and there are 35 negatives. But what if the seller has sold 30 items and 1 person leaves a negative response?

I have had that happen to me, to no fault of my own. Buyer complained the item was missing parts and faulty but never requested a refund or to send it back. There I was at 96.5%.

eBay is ALWAYS favoring the buyer regardless as to whether the seller was wronged or not. I had to refund an item once after the buyer broke it after having it 2 weeks.

Put a bit of a bad taste on being a seller.  Most sales are fine. Some a crap-shoot. "You pays your money, you takes your chance" as the saying goes.

eBay cuts both ways.
