Insolation is independent of season.  I get higher power in the winter
due to the cold.

What does change is thee number of useful solar hours.  Less
during our winter and likely less due to foul weather.

Smaller battery is not a good solution.  If any a bigger battery
and a lighter radio.  That and dial the power back  when and
where you can.

One last hint use a decent antenna, it will better radiate that power.

Solar insolation is stated for a specified period for a specified location. When discussing solar panels, it is typically expressed in units of kWh/m2/day. This value changes daily primarily due to the change in the sun's zenith angle and secondarily due to the distance from the sun.

Since solar insolation is notably reduced in winter, the result is you will have less solar energy to convert to electrical energy for a given size panel.
