How do you post a new topic on an iPad. There is no visible blue button at the top for a new post like there is on my Mac computer.

I just fired up my iPad, logged in as you and had no problem finding the New Topic button.
 
Are you sure you're logged in on the iPad? (Site should have your callsign in the site's top banner area)

Can you post a screenshot from a specific forum's main page?
Like from https://www.eham.net/community/smf/index.php/board,27.0.html

I have a suspicion that he is in a message thread instead of being just in a topic category.  The blue 'New Topic' button will not show up when you are in a thread reading posts......
The  New Topic  button will show up in a forum category where the blue Reply button is located in a discussion thread...

Ok that didn't work. There is no button to reply displayed so that is why I am on my mac computer now. I am logged in and my call sign is at the top. Here are two screen shots. Hope that will help. The iPad used to work on the site before for new posts and reply, but does not now.

Try this.

1 Close all tabs.
2 Open fresh browser.
3 Go to eHam.
4 Log out.
5 Log back in.

If that doesn’t fix it, try clearing the history/cache between steps 2 and 3
