Inquiring minds want to know...
The band plan doesn't apply to all of the American continent or just the USA?
Isn't the rest of the band enough?

You would think there would be some coordination on something like this?
It kind of nullifies the USA band plan when the next door neighbor can use SSB in the digital area!

Nah, I think 1/3 2/3 is a fair split .
The Canadian BP only allocates 40KHz on 40 meters which seems a bit tight for entire class of mode!

1.  It’s a major contest weekend.
2.  The Canadians are operating within their privileges.
3.  So are the Europeans, Africans, etc etc etc that they are working.
4.  The FCC band and mode restrictions under 47 CFR 97 do not apply to the rest of the world.
5.  Band plans are not part of FCC rules.  They are legally considered good Amateur practice... under normal daily operating conditions.  But that is all.
5a.  Major contests are NOT normal daily operating conditions.
6.  Frequencies are shared, nor assigned.  Sometimes that means waiting for others to go. QRT.

Sorry.  But life’s not fair.

Simple none of our business what other countries and neighbors do. USA cannot even run its own affairs and have no biz telling anyone what to to.

It's not even an FCC issue, it's the bandplans that don't work well together since the two countries are so close, it's a QRM issue that should be worked out, IMO.
How about a negotiation rather than "telling"?

The lore is that Canadians are polite to a fault. Tell them they are QRMing our digital section and maybe they will apologize
profusely and stop.   ;D

You do nothing, you have nothing to negotiate with or any business poking your nose in another countries affairs unless you have leverage.

Example say the USA supplies Canada with oil and gas. USA does not like a Canadian policy and threatens to limit supplies thus raising the cost of oil and gas. If they fail to comply, cut them off.

Hidin' with Biden. Canada has the leverage, USA surrendered unconditionally.
