So this is a DX contest?  The US stations can work Alaska and Hawaii, which are US states, but cannot work Canada, which is a foreign country.  However, they can work the UN which is in New York City. 

Makes perfect sense to me.

It's not even an FCC issue, it's the bandplans that don't work well together since the two countries are so close, it's a QRM issue that should be worked out, IMO.
How about a negotiation rather than "telling"?
Translation:  The many ops in the ARRL DX contest, who, by the way, are legally using the frequencies in question, have dared to intrude on the digital frequencies, and the OP doesn’t like it.

The Amateur Radio spectrum is a shared resource.  He doesn’t want to share.

What do you suggest?
You do nothing, you have nothing to negotiate with or any business poking your nose in another countries affairs unless you have leverage.

Example say the USA supplies Canada with oil and gas. USA does not like a Canadian policy and threatens to limit supplies thus raising the cost of oil and gas. If they fail to comply, cut them off.

Hidin' with Biden. Canada has the leverage, USA surrendered unconditionally.   

SO since you are "hidin' with Biden" you are just going to roll over too, while being QRMed?
It's like having noisy neighbors, if you say nothing, there is no chance it will change!
