Make the cellphone call early in the morning. Very few of the youngsters that jam it all up get out of bed before sunrise.
Or just mail off the post card. Then you can sleep-in also.

Using a radio with APRS built in you can send a text message directly to anyone's cell phone. I do this a lot when I'm working in out of the way places and need to keep in touch with my wife. This, of course, requires the area you are in to have APRS coverage. This can be done thru APRS satelites or on HF using 30 meters if the "normal" 144.39 2 meter APRS frequency doesn't have infrastructure in your area.

Get to know who, where, and how to contact a local RACES, ARES, CERT (with a ham component) or ham club member - in advance of such emergency. If you're able to contact one of them, they will have ways to send your message.
