You guys must be boy scouts. Criminals do not obey laws and do not like boy scouts or stinking rules.  :D

We should also remind criminals not to use firearms for their line of "work."
It makes us law-abiding gun owners look bad and then politicians will want
more gun laws.

It is probably a good idea for anyone living in a large city to have a go-box and a plan....
"The times they are a changin' "
They still have the capital fenced in, so paranoia is still very strong in DC, thus the FCC warning.

This could also be a response the 60 Minutes story last weekend that said the people who stormed the US Capitol were using the Zello cell phone app to communicate.

It's already been illegal under Part 97 for a long time, why are they bringing this issue up yet again?

Part 97 Amateur Radio ยง97.113 Prohibited transmissions.

(4) Music using a phone emission except as specifically provided elsewhere in this section; communications intended to facilitate a criminal act; messages encoded for the purpose of obscuring their meaning, except as otherwise provided herein; obscene or indecent words or language; or false or deceptive messages, signals or identification.

And what does a Zello cell phone app have to do with ham radio? Nothing

Yeah, like Portland which has been under siege for a year now. Government? Law enforcement? No , you're on your own...

Bernie Madoff (past tense) for starters as well leadership from just about all the crime families.

Madoff went to jail for ripping off the rich; if he had ripped off the poor like other 'respectable' white collar crooks, he would probably still be free...   :-\

QSL. The FCC reassigns callsigns, but i am sure your friend will always be the real N9FB to you.
I applied for it in 2017 but the "W5YI Vanity Callsign Service" put it on the secondary list of vanity call choices for a station from Alaska who never requested them to do that, so when he "won" the FCC lottery for it he almost immediately cancelled it to get his regular callsign back. So 2 years later in 2019 it became available again so I applied and won the lottery for it that time (actually i was the only eligible applicant).  I really like it -- FB were Samuel Morse's middle initials and -- on CW -- "FB" has  a very smooth and easily-recognizable rhythm!

It is interesting to note all the publicity and interest of an FCC-issued a "reminder" of something everyone should already know.

Perhaps they should do it more often.

Saw in the paper a few days ago a mention that one of the militia's members were using "ham radios" to coordinate their "visit" to the Capital in DC a few months ago...
