Anyone can buy a ham rig or amplifier and make it cover 11 meters. I have a 150 Watt linear, that I bought at a ham fest. The amp covers 80-10 meters and it's no bigger than my HTX-100. The design came directly out of the old Motorola manuals. I can simply hook it up and use it. I could modify the HTX-100 to cover 11 meters as well, but 11 meters doesn't interest me. My IC-735 will also operate on 11 Meters.
What the purchaser will find out, if they implement the 11 meter modification, is that they no longer will be able to just select channel 1-40. They will have to know the frequency of each channel they operate on. Every time he/she changes channel, he/she will have to convert a channel number to a frequency. Maybe the memories could be programmed, but it will still complicate the operation. It's a waste to use such a capable radio on a small sliver of frequencies.
If the purchaser doesn't have any real experience modifying radios, there is a good chance the radio will never work again. And, wait till he/she finds out how much DC power the radio requires. His Radio Shack 3 amp supply isn't going to cut it.
With propagation on 10 and 11 meters being much the same thing, this may prompt him to get a ham license. It's very easy to adjust a 11 meter antenna for use on 10 meters.
