Hard to beat the Simpson 260.  Anything that's been around since the 1930's and still being sold must be mighty good.  I have two, plus a Tripllet 630.  Going price seems to be about $40 to $80 or so in good condition.  There are always many listed on eBay.  Series 6 and up are newer.  As others have said, better than DVM's for watching varying voltages or currents.

I always store mine with the switch in the 500V position, never one of the ohms settings, to avoid accidentally frying everything.

That said, some of the Radio Shack meters were decent and worthy of consideration.  But if you buy a 260 you won't regret it.
