 FCC Grants Temporary Waiver to Permit Higher Symbol Rate Data Transmissions for Hurricane Ida Traffic


"08/29/2021

The FCC has granted an ARRL emergency request for a temporary waiver intended to facilitate relief communications in the wake of Hurricane Ida. The waiver was orally granted on Saturday, August 28, and immediately permitted amateur data transmissions related to Hurricane Ida traffic to employ a higher symbol rate for data transmissions than the current limit of 300 baud."


"Pursuant to ARRL’s request and similar to written waivers granted by the FCC in earlier years, to qualify, a protocol or mode exceeding the 300 baud symbol rate limit must (1) be publicly documented, (2) use no more bandwidth than the currently permissible slower protocols (generally accepted to be the bandwidth of an SSB signal, or 2.8 kHz), and (3) be used solely for communications related to Hurricane Ida. ARRL is hopeful that the FCC will grant a longer-term waiver this week to enable planning and communications for any additional hurricanes this season."

They keep granting these temporary waivers, why not just go ahead and make it permanent.

I think eventually they will as the amateur radio community continues to prove we can operate at the higher symbol rate in an effective manner.

The issue is always wrapped around the occupied bandwidth. We have to be willing to concede more of our spectrum to digital modes if we wish this to be codified.

Imagine an FT8 level of activity with each channel occupying 5 kHz instead of 50 Hz.

Imagine an FT8 level of activity with each channel occupying 5 kHz instead of 50 Hz.

To be fair, 2.8 kHz might be a more reasonable consideration given the recent temporary waivers and the bandwidth capability of modern transceivers.

The channel bandwidth of Pactor 4 is around 2.4 KHz +/- IMD products, which is no different to SSB.

"Activity" assumes the operators are going to type to each other, as opposed to just sending email via Pactor and the Winlink network. Given the lack of ragchew style QSOs on any keyboard mode, let alone a faster data rate one, it probably won't occupy much space on the bands.

I used to have regular QSOs with a VE on 20m and a DL on 80m using Pactor and Amtor, but in recent years the activity has dropped to virtually zero, except for email via Winlink on Pactor.

Incidentally, in Europe we have been able to run Pactor 2, 3 and 4 for years. Why is the FCC refusing to accept it outside of an emergency?

There are several such petitions in front of the FCC that they have not acted upon in years. The ARRL Executive Committee has tasked their legal counsel to prod the FCC on these outstanding issues.
