The power supply negative is grounded thru the transceiver.

More exactly:  the DC neg is attached to the xceiver frame.  The word "grounding" leaves a lot to the imagination.   ;D

assuming the radio is grounded.

if radio is connected to the supply with line volts on dc and you touch the radio as you connect the ground, you get shocked.
ground the dc to chassis ground...
If line volts is on the DC output, the power supply is defective.

thats precisely the point.
leakage or a primary to secondary short would be called defective...
