I'm starting this new thread because I think others may be tired of the other "scroll problem" thread, and not view this solution if posted there. This fixed the irritating scrolling issue (double scroll bars) for me while using the standard eHam forum profile - apparently permanently. I'm using the latest Firefox. I've asked another eHam member to try it also and he told me it worked for him too.
First, go to your account and change the forum theme style to "eHam mobile" (you will not be keeping this setting though). See picture below. It's saved automatically when you select it -
Go to the forum and check out how it looks to make sure you are in the mobile theme. This, as it is, removes the scrolling issue, but we're not done yet (unless you like the mobile theme, then you can stop here).
Next, again go back to your profile and change back to the standard eHam theme. I found on my system that the scrolling issue is still fixed. Some setting has been changed and it's now removed the double scroll bar scrolling issue for the standard eHam theme. I closed the forum, closed the browser, reopened them, and the scrolling problem is still fixed. I went to other areas of eHam that I never use, and the scrolling was still fixed when I went back to the forum. When I close eHam and re-open it, I can see that double scroll bars appear at the right for about 1/2 second, but it then changes to a single scroll bar.
It sure is nice to have that issue fixed for the standard forum theme. Try this and let me know if this works for you.
