My last three attempts to use PayPal:
1.) Sold a filter - PayPal locked my account for high risk to them.  Released it three days later with no explanation.
2.) Purchased a radio, PayPal charged me the sellers fee but refused to explain why.
3.) Sold a radio, PayPal locked the buyers account but advised me they would release the funds after a period of 3-4 weeks if they received confirmation I had shipped, and the buyer had received the radio.  Confirmation should come from buyer.  Anyone see a problem with that?? I sure do.
Methinks the inmates are now running the asylum over there.  Used them for years, no problems but now, no thanks.

Lots of complaints from sellers about PayPal these days. PayPal seems to side with the buyers when there's a dispute leaving sellers holding the bag when it comes to scammers.

Paypal has lost touch with the business world. They love the high risk rates, without the risk. I stopped using them years ago. If buyer insist on Paypal I just move on. 73 Rich

However, for the buyer, PayPal has a bit of protection in place.

Frankly, if a seller won't accept PayPal, I move on.

Unfortunate we are living in a world where both buyers and sellers need to be extremely diligent in sending goods or money.

Yes, indeed!  I wish that, too---although it will never happen now, I'm afraid.  I quit selling on ebay after all the big changes were announced about a year ago---and the only reason I keep my account open is to occasionally buy stuff from the good sellers I know there.   From now on, if I sell anything online (ebid.net or QRZ Swap Meet) it's either USPS MO or cash, or no sale).

Actually PayPal is more secure than a USPS Money Order. They are relatively easy to counterfeit. Back when I was selling a lot, I received a few counterfeit money orders. Enough that I soon started accepting PayPal only for large sales.

Well it's a 1099k so...  Supposed to be out by Jan. 31 from Paypal may take the USPS longer.

YES.....we will see!  K1's are supposed to be sent by 3/15. That hardly ever happens on private partnerships that are unregistered.
