I know I am putting out a strong, clean signal,

Did you check to see what the match (SWR) is on the antenna?  Good grounding also helps.  Just a thought. Absent any local activity or openings on that band it will likely improve as we continue into the upcoming solar cycle.

A big factor is your location.  A good location really helps when running a modest mobile setup.
It is tough to work 10M FM if your strong signal is blocked by a nearby hill.
Better to be on the hill where you can see the horizon in the direction you wish to work.

10 Meters Normally goes dead for the Summer Months except for some Spartic E Activity. This Happens even at the Peak of the Solar Cycle. The Band will Return at the end of the Summer. Spratic  E can happen anytime. It is Caused by Wind Shear. Common during Summer Months, Especially on 10 and 6 Meters.

I have no idea as to what a Wilson mobile antenna is but I'd bet its very inefficient and the issue is probably your power and antenna.

Almost every week I talk thru the KQ2H, 29.62MHZ FM, repeater in New York, a North Carolina repeater on 29.67 and several remote base systems on 29.6 FM one in in Montgomery Texas and another in North Carolina plus Brazil, Mexico, Argentina, Panama, Puerto Rico all on 29.6 FM and Japan and Korea on 29.28 and 29.3 FM.

In the USA the FCC does Not Permit FM Operation Below 29.5 Mhz.

I am only using a 60 watt Motorola Maxtrac mobile setup as a remote base into a home brew moxon antenna at 20 feet.

When I'm out mobile and not near my houses remote base system then I use a Maxrad 68 inch mobile whip and a 110 watt General Electric Orion mobile radio.

E season is coming up real fast in the next week or two and it should last into mid Augusts so 29.6FM, 29.3FM and 29.28FM along with the repeaters will be very active.

In the USA the FCC does Not Permit FM Operation Below 29.5 Mhz [sic].

An FM repeater in the US may not operate in the 28.0-29.5 MHz range. But as a General class or higher licensee, you may generally operate proper FM anywhere "phone" is permitted unless explicitly exempted - e.g. 60 meters. So if another country permits FM repeaters in the 28.3-29.7 MHz range, as a US ham you are free to use them if you have a General class or higher license.

I will say that there are certainly a lot more people who listen than talk on 10FM  and this is one big issue is the microphone shy crowd.

I have been sitting on 29.6 FM since 8 AM Pacific time listening thru my remote base which is just 60 watts into a low moxon antenna that is pointed southeast from Northwest Oregon.

All morning and afternoon there has been a remote base in Central Arizona that has been identifying in voice but nobody was on it until finally after calling during breaks throughout the day I was able to stir up some activity near Flagstaff, Tucson and in Mexico with an XE2 station.

Yes, the SWR is a perfect 1:1
