Antenna mount hardware question

I have a 90 degree angle bracket for mobile mount with a 3/8" hole for mounting an antenna.  The assembly that provides the 3/8" female connector for the antenna has a washer with a small step on it that keeps the non-conducting washer centered on the hole in the bracket.

Question (and maybe it doesn't matter):  does the non-conducting washer go under the bracket with the lip facing up into the bracket hole or over the top facing down?

Depends on where you want any water seepage to go.  I will suggest applying a dab of GE Silicone II to the washer to help with the sealing.  I have tested it at RF frequencies up through 450 MHz and is a good insulator.  Clear, white, and black all test good. (some caulks use carbon to make black and are NOT good insulators!).

I believe WA3SKN   has misinterpreted the OP's description.   The 'washer' in question is apparently an RF insulator for the center pin circuit of the antenna mount.  I looked at a couple of mine,  which have the 'washer' in question on the bottom side ... where the nut threads on... but I am unsure if what I have is the same thing the OP was talking about.   A picture would have been helpful...
