Check your MOD MOX button - it will produce a constant carrier.  Or else make sure your key and/or mic aren’t engaged.

Need some help  When I place the radio in cw mode, I get the side tone immediately  When you depress the VOX to Semi BK In, radio goes into transmit.  I have no key plugged in the front or rear of the radio.

Any ideas?  Not familiar with this radio but would think you would have to have a keep plugged in to get that situation

I am not certain about the 990 but many radios will effectively short the CW key connection (simulates a key down condition) when there is no plug inserted in the CW jack. This is for the convenience of tuning, etc.

OK, if it's happening in VOX, check your VOX settings on the top panel (under the flip-top) - the VOX GAIN or ANTI TRIP may be too high, and it's tripping the TX even though you have no mic or key in place.

Ouch - sorry it wasn't a simple fix.  Good luck with it, they're great radios when in working order.

Just frustrates me to run into these crooked scammers on QRZ.  When confronted about the anomaly with this radio he tells me to read the book.  What crap.  I know how to use a radio and how it is suppose to work.  Chalk it up to another lousy scammer selling some crap on a swap board he picked up from a hamfest.

Well, WS1C passed off a defective damaged radio and claimed it worked fine.  Here is the write up:

Problem reported: Constant CW key.
NOTE: High voltage entered key port and damaged various components on switch
"SW-A-unit" unit including CW CPU and protection components. CW CPU is no
longer available. Customer would need to locate a switch "SW-A-unit" unit to
have keyer fully operational.
Work performed:
1. Performed CW internal keyer bypass mod. (Required 1 resistor and 1
capacitor).
2. Calibrated master reference.
3. Calibrated S-meter (50uV=S9).
4. Replaced defective memory battery.
5. RX tested OK, <.2uV @ 12dB SNR.
6. TX output tested OK, >100 Watts.
7. Antenna auto-tuner tested OK, >3:1 matching.
8. Front and rear CW ports tested OK, can use straight key or external iambic
keyer.

No more internal keyer (I don't care but I bet someone will if I wanted to sell it later on).

$200 with shipping back to me.
