Todd, KC4TVZ just keeps at it with his foolishness on 28.425.  I can't for the life of me understand why this guy hasn't been dealt with after all these years, either by fellow hams, or by the FCC.  He runs his voice keyer from dawn till dusk, almost every day, sending out an endless stream of CQ's on 28.425.  Whenever someone comes back to him, his replay is always something to the effect of, "Your 59 in the free state of Georgia, the name here is Redneck."  While Redneck is a fitting name for this guy, his operating is in the poor spirit of amateur radio.  This guys is an embarrassment to American amateur radio operators with his idiot behavior.  Contest season on 10 meters is coming up, and the 10 meter band is going to be open to worldwide propagation in the coming months and years, and people are going to get tired of the guy squatting on this frequency calling CQ endlessly every day.  I am planning on get some audio recording of his poor behavior and sending them into the FCC, if it will do any good.  I have already been in contact with the ARRL Georgia section manager regarding Todd.  Any thoughts on how to deal with this clown?  This has gone on for far too many years with this clown, and I sick of it!

Don't worry about him, just move on. Besides being annoying, I don't see any rules he's violating. At least he's confined to one frequency. The 10m SSB band is so big that nobody cares. When 10m really opens you'll be working guys well above 28.6.

Honestly, I would rather work a guy who called himself Redneck than someone asking me to "please copy".

I have worked Todd several times in the past. He always answers me but never really wants to talk or have a short QSO. After our short contact he usually puts of his wife Sondra who is also a ham. She has always been very pleasant to talk with and so is Todd. Never any problem here with them. But yes he does make a long, long CQ at times.

Well, he's violating rules by for being an a--hole to other amateurs, among a few other things.  Part of the purpose of this hobby should be to foster good will.  He is sending a poor image of U.S. amateurs for all the world to see.  This guy has some mental health issues going on.

Well, you're not hearing the same crap from him that I'm hearing obviously.  I have never once heard his wife Chandra on 28.425.  Todd tells stations, "You're in mud," if they're not just pegging his needle when they come back to him.  He refers to himself as, "Redneck" when giving his name.  I have never once heard him tell another station his real name.  It's one thing to make a longwinded CQ.  It's something entirely different for one particular person to squat on the same frequency FOR YEARS ON END, with his voice keyer calling, "CQ CQ This is Kilo Charlie Four Tango Victor Zulu," from dawn to dusk every day.  From what I understand, Laura Smith with the FCC has already warned this guy before.  I plan on talking with Ms. Smith about this when I get a chance.

DX stations that have never heard of this guy and his on-air bulls--t don't know any better.  They come back to Todd, and he is rude to them.  How does that make the rest of the U.S. amateurs look to a DX station.  It's obvious this guy isn't interested in having a meaningful conversation with another station.  If it were a contest and a station wants to squat on one particular frequency, knock yourself out.  My guess is he only squats on 28.425 because this is a frequency that a lot of 10-10 members use to collect numbers.  Todd was booted from 10-10 International, so this is his way of pissing off 10-10 and it's members for booting his fat ass out of the organization.

Pal, you are "on drugs" if you think the FCC will do ANYTHING.
(been there, done that)

The FCC has not enforced ANY(ham) rules in at least 25 years.
And probably never will again on Amateur Radio.

I guarantee you if this fat bastard was doing that crap on one of the calling frequencies like 29.600, or if he was on one of the popular 20 meter net frequencies, he would have been dealt with a long time ago.  I guess since he's on 10 meters where the band only opens up occasionally, it's all good though huh?
