I spoke to about a dozen hams who activated before and after Ian in the affected area and public safety systems generally held up except for Charlotte County (the fire chief sent a ham out in his radio truck to go find the EOC which had lost power, water, radios, and Internet).
The most common experience was the low turnout. In one county, not directly impacted, there were 98 members alerted by text to attend a radio net. 42 hams checked in on the net. 19 showed up for service. No county had enough hams for shelters, etc.
