In my quest to confirm Zone 23 on 40m I worked JT1CO this morning on CW.  Now the problem is confirming the contact.  Chad does have a LoTW account which shows his last upload to be in September, but it sure didn't include two FT8 QSOs I had with him in May.  In fact I've had an even dozen QSOs with JT1CO over the years, dating as far back as 1990, exactly two of which are confirmed in LoTW, from 2015 and 16.

His QRZed account says QSL direct, but the USPO is refusing mail to Mongolia.  Chad is also famous for not replying to emails.  Sure would be nice if this QSO magically appeared on LoTW, but I'm skeptical at best.  Hopefully he's reactivated after a period of inactivity and will deign to upload his QSOs again.  Meantime I'll just keep looking for the Zone 23 Chinese station on 40m.  Even though they are more numerous than JTs, they tend to be harder to work.  Chad has a big station with effective antennas, something that's rarer in BY.  Most of those guys have wires on the roof of their apartments and high noise levels.

Suggestions of course welcome.

Just checked my log - 18 QSO's with Choi over the years.  All CW.  Last one was in April, 2022.  No LOTW confirmations from him.

Have you investigated the possibility of a third party/non-USA mail forwarding or QSL forwarding service?  FedEx is a possibility.  But check for any possible restrictions of cash($$) in your letter for return postage.

He does contests as JT5DX and every QSO I had with that call matches in LOTW,

Maybe have a look for him over the weekend in CQ WW

QSL direct is good, I was real lucky to work him on 6m 2 years ago and got a card back direct. No idea why your postal service doesn't send to Mongolia.

LotW is a bit hit and miss, I've worked him on many bands CW and FT8, some are confirmed in LotW and some aren't. There doesn't appear to be any logic to it: on 4th April I worked him on 15m CW and got a LotW confirmation, I then worked him on 15m FT4 a few days later and didn't get a confirmation, but a 10m FT4 QSO in Sept is once again confirmed. It's almost as if he's using different PCs / logs and just uploading from one. I'd be real happy if he uploaded that 6m QSO to LotW.

All good ideas, thank you.  I wish I could confirm JT5DX as well, as I have him worked on 160m, my only Zone 23 on 160.

I'll have a conversation with my postmaster.  I think the Mongolian mail restrictions were COVID related.  Perhaps they have been lifted.  They were in place as late as this spring.

N2SR:  Good idea.  Maybe he will sponsor my plane ticket.  He does own a new mid-engined Corvette.  There may still be travel restrictions in place, however.

With a few exceptions, suspensions are COVID related.   And, wow, would they make a nice list of cards to get.

I'm stuck in the same boat, with a 40M Q last month with JT1CO that I need for Zone 23 on 40 and a bandfill.

Unlikely.  But you could always start a gofundme page. 

Like EI2GLB, all of my contest Q's are confirmed on LOTW and even two not during a contest.

That's interesting.  I was surprised to see the UK on the list...huh????

I have sent and received mail from England, UK a number of times in the last few months.  There is no disruption of service.

The UK listing is not a 'ban,' like most of the others, but rather just a notice that there may be delays due to labor shortages.

What we do have is the impact of Covid, a lot of people have decided not to return to work so we have huge numbers of job vacancies and the lowest unemployment in living memory: employers just can't get staff. That might explain it.

Pre-COVID, I never had any trouble confirming QSLs with JT1CO.  Very reliable.

I don't understand the relationship between him and LOTW.  He seems to upload irregularly (like maybe once a year, every six months, something of the sort) and I have perhaps half of my QSOs LOTW confirmed over the years.

But, I always relied on paper from him -- two of the most significant QSOs ever were him on 10m and 80m.

No chance for LOTW. I emailed him many times but never got any reply. I managed to deliver my QSLs+$ via UK as polish post office does not send letters to JT. Got his QSL the same way.

Did you address the envelopes with JT1CO and your postal address, appended with the line "Via United Kingdom"? Or did you use someonee in the UK to handle the mail exchanges?

Covid was and is horrible but it was a real eye opener for a lot of people on just how good it feels to be retired.  I know several people who decided to just officially retire when things reopened.
It's going to be real interesting to see how corporations try to put Pandora back in the box.  When I was a kid my Dad use to work 9-5 Monday to Friday and that was the norm as we all know.
Slowly throughout the decades they have conditioned most people via low wages vs inflation to feel that it is normal to work 50-60 hour weeks.  Covid broke a work cycle that took a long time to develop. I hope that society holds firm and goes back to a time when people were not constantly under stress.
