Further findings:
I have come to conclude that the Icom IC-7000 version 1, is a version made for Japan, which has a more stringent frequency modification standards than the other regions. I removed all diodes and put one diode in the first column in the second to the last position for a diode to mount. This was supposed to open all transmit frequencies from 30khz to 199.99Mhz then 400Mhz to 470Mhz, on all versions, save version 1. Version 1 only got the receive to be the same but the transmit was still all HF amateur radio frequencies, 144Mhz to 145.99Mhz and 430Mhz to 439.99Mhz. I removed all diodes and did the reset and now have transmit from 1.6Mhz to 26Mhz. Then 28Mhz to 30Mhz. (interesting note: No citizen's band for any nation's citizen's band) VHF is still 144Mhz to 145.99Mhz and UHF is still 430Mhz to 439.99Mhz. I think there is no way around the VHF and UHF block. There may be a sell of my new Icom IC-7000 version 1 with opened HF. I wish it did not happen this way.
