You need a much stronger signal than 0.01uV, that is not workable. 2 to 3uV is probably the very minimum workable signal for regular contacts, you need a margin to allow for fading (it happens on VHF) and to allow for QRN from electrical devices, etc.

I had an elaborate 2M setup.  I'd mount a 12V rotator on a roof rack.  A 2M beam gave me plenty of gain.
I did well with 25 watts with SSB on a hilltop but  170 watts worked even better.

I ran 10 watts during contests.  While I had competitive scores it wasn't always easy to make contacts.
