Can anyone tell me the proper way to connect a transceiver to the Boonton 8210 meter to measure the modulation?
Do I cable it through an attenuator?
or
Do I put an antenna of the input connector of the 8210 and just pickup the transmitted signal?
or
Some other method?

NOOOOOO!
The input is sensitive, like about -20dbm sensitive. If you put an HT antenna on it and key the radio into a dummy load close by, it will probably get enough signal to read modulation.
