Hygain CD-45II Rotor

I purchased a new Hygain CD-45II Rotor. The one that been(CDE-TR-44) upthere on the tower has been rotating since 1961.Anyway, got the first replacement two weeks ago. the first one I removed from the box and noise that  sounded like ball bearings floating around. So, sent it back, got it today
                                         same thing..The fellow tells me that it's ok. He also says,it talks about in the manual   I can't believe that's normal

                                         Hygain is own by MFJ. Just wonder if anyone feel the same will have to call MJF tomorrow
