canadian hams on SSB below 28.300?

Several of us out west, some near Portland and others south in central Oregon are hearing canadian hams in the prefix contest operating on SSB below 28.300MHz.

 CF3A is on 28.298 USB running stations and VE3EJ is on 29.289 USB.

We also hear them on 2 of the online SDR receivers, did Canada expand their 10 meter phone band to go into the 10 meter beacon band?

Canadian amateurs are authorized SSB from 28.200 upwards.

I must be sleepy, because I read "canadian hams" as "comedian hams." No offense to Canadians, but I'm deeply disappointed.

The link given is just to a voluntary bandplan.  The regulatory doc. is RBR-4.  In Canada there is no restriction on the type of emission on any part of any band, as long as the bandwidth and licence class conditions are met.  Obviously, the bandwidth limits mean that certain emission modes aren't permitted on some bands.

For example, looking at RBR-4 Sched. I:  on 10m the entire band is available as long as you have an Advanced Cert., a Basic + 5wpm CW Cert. or a Basic Cert. with "Honours" (>= 80% on your exam).  You are permitted any emission mode as long as it fits into 20 kHz.

Yes...and a Canadian Beacon is just Ham transmitting SSB.... ::)....

 For an encore perhaps he will alert us to shortwave stations being heard in the 40 meter band.

I don't want to start rumors, but I heard a station transmit for 11 minutes before id'ing his callsign.  Where do I report him to?  Asking for a friend....

Was he American? Many other countries don't have such strict ID requirements. My licence states :

"It is for individual operators or licensees to determine how often a call sign or other
identification is transmitted, to comply with the requirement in Clause 13(1)(a) that the
station be clearly identifiable at all times."

I was making a joke, but our FCC requires every 10 minutes and at the end of the last transmission.
