The answer to this is that YES everyone who donated upfront or during or AFTER the DXPedition, or ordered OQRS DIRECT has got their LoTW.
Independent where people donate through M0OXO or clublog or just sends money to paypal, they all ends up on the same paypal account.
We have scanned the paypal for every single donation and uploaded to LoTW where we were able to pull out the call sign. Unfortunately a lot of people do not give their callsign, some people would donate on behalf of other persons, some JAs use their own letters so there are hundreds of donations that don't contain sufficient information for us to either send a QSL card or to upload to LoTW.
M0OXO system is not adapted to large DXpeditions that receive a lot of upfront donations, this information has to manually be transferred from our system to his system.
Just realize that all this is a huge amount of work! And we have thus in this period prioritized the donors according to how much they contributed, still after a few weeks after we returned home from our 50 days of sailing - EVERYONE who donated has received their LoTW.

The OQRS system used by M0OXO and also by M0URX is adapted for processing QSLs for dxpedition''s receiving lots of upfront donation's. It is proven by several big DXpeditions having 100k+ QSO in their log and receiving large amounts of upfront donation's.
I just mention two examples from the recent past: VP6D (110k+ QSO, VP8PJ (80k+ QSO). You would have not needed to do anything else other than just export the donor list from Paypal to xls format, and then send that to Charles M0OXO. Tthe OQRS system would do the job within seconds. You have only 18K QSO in the log which really not a large one within our OQRS system.
If the donor list was submitted in proper xls format, than the process would had been very quick and simple, no matter how comprehensive a QSL policy you had. It would had not been a problem.
Did you do that? If may be not, than please don’t blame the OQRS system.
