Presuming that you had a good ground connection right at the base
(preferably a radial field, either on the ground or elevated) the antenna
is self resonant around 3 MHz. Below that it wil need some series
inductance to bring it to resonance, but it should receive reasonably
well.
The pattern is pretty good up to 8 MHz or so, where the antenna is about
5/8 wave. From there performance is usable (though not wonderful) up
to about 16 MHz or so. Above that the pattern falls apart and is mostly
at high angles that aren't very useful.
You can use it for transmitting with a good tuner at the base. If you
don't have a good ground system, the efficiency will suffer and you
may end up with RF in unwanted places in the shack.
