I’ve experimented with APRS along with a few friends for a couple of years. It’s fun, free of charge, and technically interesting. In other words, just what all of ham radio is and should be. But it’s not simple, reliable or consistent enough to positively track a vehicle or person, or to use as an emergency tool, IMHO.

The Garmin InReach was mentioned. Here’s a remarkable example of what it can do. A friend is flying his home built airplane around the world. He has an InReach HT onboard, which automatically reports his position. At this moment he just landed in Karachi, Pakistan.

A downside of InReach is that it requires a paid subscription.

Also, if you google “vehicle tracking device” you will find dozens of products. Some just record position data for later download, some send text messages.
