International law limits each country's regulation and liscensing activity to its territory and its nationals (citizens or subjects as the case may be) when they operate from certain specified locations. The later part permits the FCC to for instance liscense Government employees civilan and military for operations from bases, embasys (which are technically the territory of the country the represent and ships at sea.
As an Indian citizen, you can get an Ameircan liscense only if you come here as a legal immigrant and then you would have to take our test. So, I fear, you are stuck taking the Indian exam.
So, I don't think we are your solution.
