You should know that the VX-150 is not narrow-band compliant and will be sundwowned for CAP VHF use on 01/01/2007. Similarly, according to the NTIA web site, the AN/PRC-127s are also not narrow band compliant and face a similar fate in 2007:

Yes, but that is still a few years off. In the meantime, I still have my TK-730G for the mobile and it is narrow-band compliant; the handheld isn't a big deal anyway as I can sign out a CAP-owned handheld from the squadron any time I need one. The big thing was the HF radios; I now have 2 (which sounds pretty normal among most hams). Another point on the VHF is that I bought them primarily as ham radios anyway...the fact that they were NTIA-compliant was a nice bonus. If I need to replace them, I'll either give them to one of my kids (they're hams) or sell them to a new ham.

I note that the postings to this section are all old.  Please see my posting under the forum of ham radio being dead in MARs.
I will say that the site often referred to for a so-called approved list is, in the words of NTIA engineers, bogus.  That list only applies to CAP and not MARS.
I have met with NTIA in regard to our Bill HR 2743.  BTW Congress did not mandate the compliance standards; they did approve going to narrow band for VHF to obtain more channels.  
The bottom line is that most HF modified amateur radio transceivers used for MARS are compliant with a TCXO installed.
MARS stations operating on VHF at some point in time will probably want to buy a narrow band VHF radio such as a Vertex VX 4204 and/or a Icom IC-F33.  Both are available for $305 or less from www.actioncommunications.com (yes you need the s on the end of the name).

A note about CAP (USAF Auxiliary): there is a controversey raging over there as well. It seems that *even* the management of teh NTIA are saying that CAP's HF and VHF lists of compliant radios are bogus.

Moreover, Congressman Roscoe Bartlett (R, MD) introducted a bill, HR 2743) to allow licensed Amateur volunteers to use part 95 compliant equipment in MARS operations. (cf. http://thomas.loc.gov/cgi-bin/query/z?c110:H.R.2743) and his minion, Pudge Forrestor, ham radio operator and CAP member has been holding forth on the matter on the Yahoo! venue cited above.

You are encouraged to support Rep Bartlett's bill and similar efforts; we also hope to have the USAF allow  CAP to be included.

equipment vice part 95.

Well, the NTIA specs must have changed over the years, as the only amateur radio to meet the specs is a 5 watt Yaesu QRP radio and a SGC 20 watt radio.

The ICOM marine HF radios are compliant, but they are all channelized.  No regular tuning dial.  Not very useful for our purposes.

No one, to my knowledge, is enforcing NTIA compliance, except maybe AF MARS. CAP does not allow modified amateur radios at all.

Many MARS members expressed the opinion that if MARS demanded NTIA-compliant radios in member's stations, MARS would have to provide them. Otherwise the stations would go off the air.

That is certainly MY feeling.

The NTIA Manual of Regulations, section 7.3.9. Available at ntia.doc.gov. Annex C states that AMARS will operate inside the law and calls out section 7.3.1 in the NTIA manual as authorizing AMARS individual members to use their personally owned Amateur Radio High Frequency (HF)radio equipment on MARS frequencies. The NTIA Manual of Regulation allows for HF radio equipment to operate at the lower standards required in FCC Part 97 while in MARS and SHARES service on certain radio frequencies outside the Amateur Radio bands. If the AMARS member's volunteer owned and volunteer operated HF equipment meets the FCC Part 97 standard on the MARS or SHARES assigned federal government HF radio frequency, that member has met the NTIA requirements in 7.3.9 and the operation of the HF radio equipment is NTIA compliant for MARS and SHARES service

I presume that you do realize that you are beating a dead and 15 year-old horse?  Original postings in this thread began back in July 2005.  The NTIA waiver was applied equally to all three (Army, AF, & Navy) MARS services until Navy MARS dissolved.
