I recently tried to purchase an item online from Communications Headquarters. I usually use Austin Amateur Radio for online purchases, but in this case the total cost of the item, including shipping costs, was a couple of dollars cheaper. The next day, I received an e-mail from them (Communications Headquarters). They wanted my phone number so that they could verify that I was the person ordering the item because the address that I wanted the item shipped to did not match the address that was on the FCC database!!! How ludicrous. I refused to give them my phone number, because I do not have a phone. I told them that the FCC did not issue my Visa card. I also told them that the address that I wanted the item shipped to was the exact same as the billing address for my card, regardless of what address I have on file with the FCC. I have a PO box for my mail (which is what is on file with the FCC), since there is no in-town mail delivery in the town I live in, only rural, but UPS doesn't deliver to the PO, so I provided Communications Headquarters with an address that was palatable to UPS. I told them that if they couldn't deliver based on the info I provided, to cancel my order. They sent me a message saying that "We are sorry that there may have been a misunderstanding. We check all internet orders to confirm that the credit card number being used is by the owner of the card. We do this by cross referencing telephone numbers, and other data base to confirm that the credit card is not stolen. This is done for your protection. Sorry that you may have taken offence, but we do this for your protection". To their credit, they did cancel my order as requested, but how in the world can they say that they are preventing credit card fraud because the BILLING and SHIPPING addresses, which are exactly the same, did not match the postal address on my FCC data? If they truly cross-referenced ANYTHING, they would have found out that the address I wanted the item sent to matched the address on file with the bank that issued my card! There is nothing on their website about such an absurd policy.
 I will never place another order with them because of such a preposterous policy (or at least until I start getting credit cards from the FCC!). I do not understand the logic they are using, comparing my shipping address to my FCC data, rather than with the bank that issued my card. I will continue to place all my online orders with Austin Amateur Radio, whom I have never had any problem with.
