ISS Voice Uplink Interference

Has anybody else in Southern California tried to use the 144.490 ISS uplink Frequency? Seems there's a DX Cluster on the frequency who doesn't seem to care. I've emailed my ARRL Division Director (He told me to spread the word, and maybe peer pressure would encourage him to move), along with several people in the ARISS program, and nobody seems to know what to do. I'd hate to file a complaint with Riley, but it looks like us space enthusiasts may be forced to do that.
