Building a fox using an IC-H29

Hello, I picked up a couple ICOM IC-H19 hand held radio's recently at a flee market. I was hoping to use them to make a fox. Can anyone help me with information on how to re-program these old radio's? thanks.

Is the radio an Icom H19? If so you need an EX704 programmer to program it. i am sure Icom Canada can do it for you or an established two way radio shop as the EX-704 has been out of production for several years now. Its also capable of being cloned from a correctly programmed H19 if you know of a buddy using one.
