Background Checks?

What is the Current ARC Pos'n regarding background checks for Volunteers?

It depends on the served agency.  The Red Cross used to have an onerous checking procesure, but that has been smoothed over to some degree when it concerns amateur radio operators.  Most of the time a basic background check is all that is needed to be sure that you're not a bad boy, but some agencies may want a little more than that.

Here in Oregon it's straightforward.
FEMA requires, based on Federal law, that all volunteers who work for a governmental agency (like our county Emergency Managers) have a background check.  This is a requirement for any agency that receives FEMA/Federal funds.  The background check is basically a criminal history check, nothing more.
