strange noise from local repeater

For the past couple of nights I have been monitering a local 2m repeater waiting for something other than the stange sound that radiates from it.  The sound is constant and sounds like a low hum.  I don't know what it is but it is aways keyed.

There could be interference coming into the repeater receiver that has it constantly transmitting.  Or it could well be that the controller itself is somehow jammed into a transmit mode.  Could be it just needs a reset.  Did you let the owner know? 

One other thing, unlikely as it seems, is that some cable systems use frequencies in the two meter band on their cable feeds, so if there is a cable system access point near the repeater antenna, leakage could well be causing it.

Oh mercy, there are gobs of potential causes for that 'noise'!  The part I would be concerned about would be that it's 'constant' rather than intermittent (if I were the repeater owners).  Locally, we've been blessed with space on a commercial tower (non-paying) which is very nice.  The bad side of that 'nice' is that one of the 'paying' users equipment is producing an unbelievable amount of 'noise' in the repeater.  The not so bad side is that it's intermittent.  The 'fix' is very simple, but it involves 'their' equipment, not ours, which is not so simple.  that user has been 'advised' of the problem and 'cure', and we've been told it's been put on the "to do" list.  Ever heard that before??  Oh well...  Good luck!

Could be the PL encode if the repeater is transmitting one. If you are using a scanner, it may not filter out PL tones and often they sound like a low frequency hum on a non filtered reciever.
