So consider this....

I'm sitting in Arizona, operating a station in Norway by remote control.  OK, no problem so far, right?

Now, suppose I also have a receiver at my Arizona location, tuned to the same freq, and monitoring replies to my calls from Norway.  

Gee, I must have a really great antenna/receiver in Norway 'cos I seem to be the only Norway station that can hear all those low power/qrp stateside guys calling me through the qrm and noise.  Sure. I can answer 'em from Norway, but I'm really hearing them in Arizona.

Fair?

Good way to deal with the problem/opportunity:

Create a class where anything and everything goes of the "new" possibilities.

Simultaneously makes it clear that it is improper to use, say, remote RX sites in other countries for most entry categories while allowing guys who want to experiment with that to compete against each other.
