there is a manual covering all of this it is NTP8, it has all of your answers, and it also provides tactical frequencies and procedures to use,. It is the comm manual for the military.

32 Years in the Army, never heard of that manual

It is a Navy-Marine Corps MARS manual.  http://www.navymars.org/ntp8/ Not a "comm manual for the military".

It's only settled if the original poster got his answer and he made a decision to follow up or let sleeping dogs ly. IMO, the military, not just the US, but other nations will use any frequency they damn well please to use. Who's going to complain and worse, who's going to listen and take action.  Hams should stop thinking that somehow they have protected privledges in the use of spectrum. Like I said in a previous post; spin the dial day or night and you'll hear all kinds of crap on the ham bands and it's not all generated from hams. Spectrum defence by the ARRL is a joke.

The correct way to address this is to keep the matter within your Service.  Bring the matter to the attention of the communicators at the next level of command, and then the level above that.

If you can't find the responsible authority, file it with the Inspector General.
   Good answer.
