Where can I buy a complete or kit 70cm transmitter with cw ider were wanting to start fox hunts in our club and most people have made ant to use on Texas Tech university ham clubs 432 transmitters so we need some foxes

Look for old IC-4AT or similar handhelds at hamfests, and pair it with a controller such as the PICCON.
I have a number of IC-2ATs that I use on 2m in an ammo can with a battery and controller.  Don't
try to run them continuously at full power, of course - put them on low power or set the controller
to intermittent cycle.

In fact, one simple way for a club to get started is to purchase a controller of some sort and let each
hider build an adaptor cable for the radio(s) they want to use.

Order a PICON was going to otder redbee but there store was offline for orders.

I agree a PICCON is the way to go with a super cheap thow-away Baofeng UV5R dual band ($39) you would be setup to hunt on two bands (you might be able to cross-band to torment the Hunters even more). But soon the Hunters will stress at the severe multi-path of 440. You may want to try 2m, the common T Hunt band - 146.565. 

Look around for some used 30/50cal ammo boxes to put your Fox into, they are WX/water proof. You can spray paint them cammy for additional concealment. I put a feed-thu BNC connector on the lid that can double as an antenna mount. I made brass rod 1/4wave BNC antennas for the Fox. I even cammy tape them too. If lost or bent it is nearly no cost loss.

Making the HOL type tape-measure beam is easy and cheap to do.

I have many info articles on my Yahoo Group 'USA-RDF' to view/use even a 460 RDF beam for FRS/GMRS use.

After first fox hunt I  I noticed I need protection for the fox so I last week decided to place in 50 cal ammo box.
Also did following upgrades:
- 10 db Attenuator installed in 1 db steps
- 7 amp hour battery to run Radio and Piccon
- Baofeng Battery eliminator to hook to battery in ammo box
- Can use rubber ducky antenna or I Can use magnetic and change polarity
- On/Off Switch turns everything on instantly and can DTMF enable the piccon remotely.
