The only reason I can think of is that whom ever it is doesn't have a call. ;)

If someone steals a call to get on the air, they have enough 'know how' to take, pass
and get a license anyway. No code requirement anymore. Getting license is a snap.

That may be true, but it doesn't change the fact that simply bootlegging a call sign is still faster, easier, and cheaper than studying for and passing the exam.

This is just a hobby. A license really doesn't do anything. No one has dropped to the ground
when I tell them I'm a licensed radio operator.

And when I tell them I have my commercial license, they look at me tilt their head trying to
figure out what I just said.

Say is the FCC commercial license test still the hardest test in the world. If not for my
calculator, I would have been lost, lost, lost.
