25.870 MHz to 26.470 MHz 25870 kHz to 26470 kHz Remote Broadcast Pickup (Studio Transmitter Link or STL) service (overlaps with 11 meter broadcast band and HF marine) channelized 25.91 MHz, 25.93 MHz, 25.95 MHz, 25.97 MHz, 25.99 MHz, 26.01 MHz, 26.03 MHz, etc.
26.200 MHz to 26.420 MHz 26200 kHz to 26420 kHz Over the horizon radar OTHR band (WRC allocation, may be secondary in some areas)
Those are two known uses, licensed, in that portion of the 11 meter band.

Thanks for reply , definitely wasn't the typical OTHR sounds but is likely one of those others. I listened in on a few random Kiwi SDR's and seems its loudest here in the Pac NW .

As a kid I had a Cobra 142. It differed from most CBs in that it went way down load, to nearly 26 mhz.
Back in the 80s it was really exciting listening to STL links from the east coast and midwest, growing up in California.
Alas, not so magic anymore.
