I want my students to build a simple receiver and antenna system for the BIRDS satellite system, which is receivable in my region (Myanmar).

So I want to buy a receiver kit that can be used for this project.

Does any company still produce a 2 metre FM receiver kit?

I don't want to use the receive side of an HT rig because ownership of transmitters is very tightly controlled in Myanmar and I'd run the risk of being hung upsidedown over a large cooking pot if I bring an HT into the country....

Use a tv dongle. This is probably the cheepest and simplest reciever. You might have to add a preampie.
