Frank (W3LPL) is operating legally on 630 M.  He is running 5 watts into a resonant quarter wave inverted L tied into his massive 160 meter ground system.

I don't think anyone was accusing Frank of any sort off illegal operation or pushing the limit.

I wasn't suggesting that LPL was doing anything illegal. He's not especially strong at my location. Do you know the dimensions of LPL's inverted L? Is it full size? How much is vertical/horizontal?

in my opinion there are only one -- perhaps two -- WSPR beacons on 630 that are probably operating illegally. One is much louder than its neighbors. Pretty easy to tell with a mode like WSPR.
