I am trying to use FLDIGI.  I am using version 4.0.12. When I transmit, only 0.5 watts goes out.  I use DIGIPAN and have no trouble with it transmitting out.

Can anyone help with FLDIGI?

I don't know if your fldigi setup has this but mine does:  a control at the bottom labeled "transmit attenuator."  I think the default setting is 3db on mine.  I use it all the time, to ramp power up for RTTY and down for PSK.  Look for that control and see if it's set too high.

I have mine set to -3 dB, the adjustment will not allow it to go above zero.  What radio are you connected to and how are you connected?
