I have the htx-100 and the problem I am having is that when turned on all I get is the display blinks 28.000 continuously, any help fixing this would be great as I really like this rig.

I don't know if the rig has a memory backup battery.  I looked at a poor copy of the service manual on line and didn't see anything that looked right (and no specific mention of such a battery).  Many if not most of the 1980-2000 vintage radios from the Big 3 had memory batteries, and when they were approaching the end of their useful lives, the results involved unusual operation, like erratic or just wrong displays.

#1 cause of failure on those is bad capacitors.  Look for schmutz leaking out of them.

Make sure all of the front panel switches are operating properly.  Give 'em a shot of Caig DeOxit and work 'em in.  I had a similar issue with an HTX-100 a few weeks ago and that got 'er going again.
